From El Mundo:
The Vatican has spoken out for the first time [publicly] on the apparitions of the Virgin of San Sebastian de Garabandal in the 1960s in the Cantabrian municipality of Rionansa, stating that “there are no elements to conclude that they are supernatural,” although it allows private worship, since people “go to pray and then to Mass.”
This was stated last Thursday, September 19, by the prefect of the Dicastery for the Doctrine of the Faith, Argentine Cardinal Victor Manuel Fernandez , at a press conference in the Vatican (Rome), reported by Europa Press, when questioned about the events that occurred in the Cantabrian town between 1961 and 1965, where four girls between 10 and 12 years old from the town claimed to have witnessed apparitions of Saint Michael the Archangel and the Virgin Mary on several occasions.
From Europa:
However, the cardinal has specified that this ‘non constat’ was pronounced “in other times” and “today it may correspond to various determinations that are described in the new norms.”
Thus, in the case of Garbandal, this ‘non constat’ can currently be adjusted to a ‘curator’, which, in practice, means that public worship is prohibited but there can be private worship since people “pray on site and then go to mass in the parish.” On the other hand, he has indicated that the bishops have the possibility of reviewing or clarifying the facts, although he believes, in reference to the bishop of Santander, Arturo Ros, that “he has no interest.”
